of Queen's College on this point be ascertained.

26. In any case greater permanency can be secured by

engaging teachers by the term or the year whenever there is no

reason to fear that a class will close for want of students

and the engagements should not be terminable as they are at

present on either side without notice. Even in the case of a

class which is of a tentative nature the engagement should be

by the month.

THE ORGANIZING SECRETARY.

The title, status and duties of the Organizing

Secretary as he is now called, are of considerable importance.

The classes are now managed by a Committee of which the

Registrar-General is Chairman, and by the Secretary to the

Committee who is organizing secretary; but the organizing

secretary has no authority except in the specific
